This is a reminder to all Colorado FFLs regarding firearms transfers to consumers. The provisions of House Bill 1219 – signed by the Governor on April 28 – go into effect Sunday, October 1. The new law – codified as CRS 18-12-115 – establishes a waiting period before an FFL may transfer a firearm to a purchaser. The waiting period is the later in time of 3 days after the background check was initiated or when the purchase is approved following the background check. This means if an immediate proceed response is received the FFL must still wait 3 days from that point in time to deliver the firearm.
