Tim Duffy, Former DDTC Division Chief, Joins Orchid Export Services Team

HARTFORD, CT (February 27, 2023) – The leader in FFL technology, payment processing, and firearm and explosive compliance services, Orchid, is excited to announce that Tim Duffy,  former Division Chief of the Department of State’s Directorate of Defense Trade Controls (DDTC) has joined Orchid’s team of service professionals. Tim joins Orchid as the Principal of Export Services.

“Tim adds another level of depth and breadth of firearm-related ITAR and EAR knowledge to our rapidly growing team of subject matter experts,” said Orchid Director of Export Services Jason Knowles. “His understanding of business registration, product classification, licensing, disclosure, and government processes is a complement to the expanded capacity of Orchid’s export and compliance services. We’re excited to have Tim on board and to provide additional support for our customers.”

While at DDTC, Tim oversaw export licensing and agreements related to U.S. Munitions Categories IV, V, XII, and directed licensing officers in the issuance of International Traffic in Arms Regulation (ITAR) licenses. Most notably, Tim contributed to the recently published DDTC Compliance Guide and was frequently called upon by the Department of Justice to opine on possible export violations and testify as an expert government witness. He also served as a DDTC Senior Defense Analyst, directing regulatory analysis and settlement of export authorization requests under the Arms Export Control Act (AECA) and ITAR.

A retired, 32-year U.S. Army veteran, Tim’s distinguished military service included roles as Provost Marshal of U.S. forces in Afghanistan, and assignments to the U.S. Joint Chiefs of Staff and the Defense POW/MIA Accounting Agency. Tim also later held the position of Trade Compliance Risk Management Director for an international export consulting company.

Further, Tim will play a key role at the upcoming 2023 Firearms Industry Conference (FIC), organized by Orchid and Williams Mullen’s Firearms Industry Group. Held in Atlanta, May 1-3, Tim will be available to discuss U.S. export control and compliance and present the educational session on ITAR/EAR compliance and practical considerations. Industry members who register for the FIC Main Event by March 1 will be entered to win free airfare and hotel accommodations up to $2,000 in value.
