Oregon Governor Signs HB 2005: Unfinished Frames and 3D Printed Firearms Face New Restrictions

The Governor of Oregon has signed HB 2005 which will go into effect immediately.  The new law effectively bans unfinished frames or receivers – which are not regulated under Federal law – that are not both serialized and marked with a manufacturer’s name.  Additionally, Section 5 of HB 2005 requires recordkeeping of unfinished frames and receivers akin to that of Federally regulated firearms.  FFLs dealing in these items must ensure to keep these records separate, however, as it is not permissible to keep inventory that is not federally regulated firearms inventory in an A&D Book (with the exception of Antiques).

The new bill also prohibits the creation of an “Undetectable Firearm” which would include a firearm produced using a 3D printer.  The lack of exemptions to this prohibition may prove problematic for manufacturers in the State as many firearms manufacturers utilize 3D printers in the research and development stages of creating new firearms models and platforms.
