Fortune 50 UTC Senior Compliance Manager to Join Former DDTC Official for Panel on Export Compliance Best Practices

Ray Ruthen, Sr. Manager, International Trade Compliance for Pratt & Whitney, a division of United Technologies Corporation, and Candace Goforth, former senior official with the U.S. Department of State, Directorate of Defense Trade Controls, and currently Managing Director of Goforth Trade Advisors, have announced their participation at the 2017 Firearms Industry Compliance Conference, hosted by Orchid Advisors and NSSF.

Ms. Goforth and Mr. Ruthen will lead a presentation on Export Compliance Best Practices hosted by Jeff Grody, Executive Director of Orchid Advisors’ Export Services Practice. Ms. Goforth brings to the presentation the perspective of a long-time DDTC official who was Director of Policy when she left and whose other positions with DDTC included Licensing Officer, Senior Agreements Officer, Commodity Jurisdiction Analyst, Senior Foreign Affairs Officer and Compliance Specialist. Mr. Ruthen is a senior manager in the aerospace & defense industry’s premier export compliance program. He will show panel attendees where United Technologies sets the bar for its export compliance program.

The panelists will provide benchmarks for companies in the firearms and ammunition industry to use in assessing the effectiveness of their export compliance programs. The panel will focus on six compliance topics:

  • The continuing responsibility of exporters under ITAR §127.1(c)
  • Customer-Intermediary-End User due diligence
  • Export compliance management of TAA, MLA and WDA programs
  • Technology control programs
  • Vendor vetting; enforcement of vendor export compliance
  • Voluntary disclosures
